Toronto-Ontario’s new COVID-19 emergency measures have not stopped many development projects, including apartments, from continuing.
Richard Lyle (Richard Lyall), chairman of the Ontario Housing Construction Commission, said the exception was important because the province had not yet produced enough housing to meet demand.
But members of the provincial opposition said the policy was confusing and unclear.
Jennifer (Jennifer French) of France, a French member of the New Democratic Party, said the government should give priority to the safety of workers rather than keeping the workplace open, and should take faster action on other housing policies, such as housing bans.
Libertarian Michael Koto (Michael Coteau) says he has no problem with continuing construction if the workplace is safe, but his voters question the problem when builders are told to stay at home when they enter the apartment building.

Rules and exceptions that allow apartment buildings and other residential and multi-purpose buildings are separate to allow the continued construction of affordable houses, shelters and charities, according to the Emergency Management and Citizen Protection Act.
At the same time, the new rules require construction companies to prove that they have obtained building permits to continue to build single-family homes and townhouses.
Lyall said that due to the lack of rental-only buildings and the policy of including affordable housing in standard programs, Lyall said apartments are agents for rental housing in many areas.
