The latest report submitted by the functional departments of the municipal government recommends that the scope of snow shoveling service be increased by 250 km this winter, but some city councillors, advocacy groups and members of the public think that the expansion is too small, which disappoints them.
According to the Canadian Broadcasting Corporation (CBC), the city of Toronto has 7900 kilometers of pedestrian trails (sidewalks). At present, the scope of snow shoveling services provided by the municipal transportation service bureau is mainly concentrated outside the city center, and there are about 1400 kilometers of sidewalk in the city that cannot be cleared, accounting for about 18% of the total road mileage.
A report submitted by the municipal functional department to the city council’s infrastructure committee yesterday recommended that the snow shoveling range of 250 km of sidewalks be increased on a trial basis this year. In previous years, on some roads where there was no snow shoveling service, if the elderly and people with disabilities called the municipal government to make a special request for snow shoveling, the municipal government would deal with it separately.
The 250 km of streets proposed by the municipal government to expand the service this time are mainly distributed in these road sections. The report points out that the trial, which will last for four months and cost 300000 yuan, will bring more timely services to some citizens and improve reliability.
The report points out that due to the limited number of snow shoveling equipment and the lack of understanding of the erosion of roads that have not been shoveled in the past, the municipal government can only expand the snow shoveling service to the above scale, and it is impossible to expand the scope. The report hopes that the municipal government will further examine the size and conditions of roads that have not shoveled snow and make detailed records. Perhaps the area of snow shoveling will be further expanded in the future. The report also points out that even in the current situation, many cities have exceeded the standards for snow shoveling services in many cities and towns in most districts, such as Benton, Hamilton and Missouri.
Josh Matlow, a city councilman who has always criticized the city’s snow shoveling service for areas outside the city center, expressed disappointment that the city government only proposed to increase the snow shoveling range of 250km streets this year. He pointed out that there was no snow shoveling service within the former city of Toronto, as well as in parts of the former York and East York city. The proposed service expansion plan is far from enough. He questioned why many cities could not provide snow shoveling services in all areas to benefit all citizens. “this is a safety issue for the elderly, people with disabilities and parents who push strollers to avoid icy roads.”
He said it was not meaningful to increase the service only on those roads where citizens could already call for special snow shoveling services. The city government seems to think that people only need to move on a small section of the sidewalk on their doorstep. “it’s very absurd. Older people also need to get out of their neighborhoods and go somewhere else. “
Mayor Zhuangdeli’s office received about 150 complaints about shoveling snow last winter. In March this year, Zhuangdeli asked the municipal department to review the operation process of shoveling snow in winter. The recommendation report submitted yesterday was made after a review in accordance with the mayor’s instructions. Zhuangdeli said that after the report, it is believed that the Infrastructure Committee will make the best decision to improve snow shoveling services.
